The City of White Salmon, Washington (Owner), invites Bids for the construction of the SCADA Upgrade 2023 project. The Base Bid Work for this project involves updating the Owner’s supervisory and data acquisition (SCADA) system by furnishing and installation of two SCADA computer terminals, new human machine interface (HMI) software, installation of Owner furnished programmable logic controllers at 12 locations, and other miscellaneous work required to complete the Project as shown on the Drawings and specified herein. The Work may include alternates to provide the SCADA technical support and maintenance for the Owner over a 3-year period and to furnish new operator interface terminals to replace three existing ones.
Sealed or emailed Bids for the described Project will be received by the Owner at P.O. Box 2139, 100 N. Main Street, White Salmon, Washington 98672 or clerktreasurer@ci.white-salmon.wa.us, until 3:00 p.m., local time, November 16, 2023. At that time, the Bids will be publicly opened and read. The Owner shall have the right to reject any or all bids not accompanied by the data required by the bidding documents or a bid in any way incomplete or irregular.

The selected contractor is subject to all the requirements related to Washington State Prevailing Wage Rates for Public Works Projects, EEO, and Washington State Contracting Laws. The Work shall be substantially complete within 210 calendar days and ready for final payment within 240 calendar days from the issued Notice to Proceed date.

This project is being procured through the Small Works Projects process pursuant to Revised Code of Washington (RCW) 39.04.155 and the Owner's 2023 Small Works Roster administered by Municipal Research and Services Center (MRSC). The Owner has selected five companies from the “SCADA System” subcategory under “Electrical and Communications” category. Each company shall receive a list of planholders, a Bidder’s Packet, Contract Documents, and one set of half-size plans.

It is the bidder's responsibility to check the Owner's website prior to submitting a Bid to determine if any addenda have been issued.

Bid security is not required for this project.

A pre-bid conference will be held on November 8, 2023 at 1:00 p.m., local time, at City Council Chambers, 119 NE Church Avenue, White Salmon, Washington 98672. Attendance at the pre-bid conference is encouraged, but not required. This conference provides the only opportunity for bidders to visit several of the SCADA sites in person with representatives of the Engineer and Owner before the bid opening.
