The mayor-council form consists of a mayor elected at-large, who serves as the city's chief administrative officer, and a separately elected at-large council, which serves as the city's legislative body. This separation of powers is based on the traditional federal and state models in the United States.

The City Council of White Salmon is comprised of 5 elected council members. All positions are part-time, each is elected to four-year terms, and all are paid small stipends for their efforts. City Council meets each month on the 1st and 3rd Wednesday evening. The public meeting begins at 6:00 pm in the City Council Chambers at the White Salmon Fire Hall, 119 NE Church White Salmon Washington.

The objective of the Department is the day-to-day administration of the City’s land use regulations, which focus on public information services, building permit review for conformance with zoning regulations, environmental policy review for all public and private sector projects, and land use permit processing.

About the Police Department

The City of White Salmon is located in the heart of the Columbia Gorge.  The Bingen-White Salmon Police Department is a full service municipal police agency serving the city of White Salmon and Bingen. The Department employs 6 certified police officers, including Chief, 5 Patrol Officers and one non-sworn Police Clerk.

The Bingen-White Salmon Civil Service Commission was established pursuant to RCW Chapter 41.14 to oversee the process for filling Civil Service jobs with qualified personnel, and to establish a merit system of employment for police officers thereby raising the standards and efficiency of such offices and law enforcement in general.

The Civil Service Commission is responsible for administering the testing process for entry-level, lateral-level and promotional classified service positions within the Bingen-White Salmon Police Department. Further, the Commission’s duties include:

The city takes its name from the adjacent White Salmon River. The surrounding evergreen forests and oak woodlands are perfect settings for all manner of year-round sport including hiking, biking,skiing, hunting, just about anything active people enjoy. Spectacular rivers and summer winds that funnel through the Gorge make this area a wind and water sport mecca. The City of White Salmon overlooks the Columbia River Gorge with spectacular views of beautiful Mt. Hood and majestic Mt. Adams.

Access the Online Permit Center

Through the Online Permit Center, you can apply for building permits and land-use applications, check the status of existing permits and land-use applications, request inspections, and access reference materials. Two hard copies of the building/remodel plans are still required to be mailed or dropped off at City Hall.

If you have recently purchased a home and are responsible for the utility bills, you will need to complete a Utility Application to switch the service over to your name.  We will also need  a copy of the Final Alta Settlement Statement or Recorded Warranty Deed.

Every year the city completes the annual Consumer Confidence Report which provides information on the health of the water system, compliance with water regulations and describes projects that have occurred on the system.

The White Salmon City Pool closed permanently in 2019. In 2018, the White Salmon community voted overwhelmingly in favor (60%)  of forming the White Salmon Valley Pool Metropolitan Park District, whose sole focus is to construct, operate, and maintain a new swimming pool. SpringFest

​Rheingarten Park is the main White Salmon City park. Lyingvon the west side of Main St between Washington and Lincoln, it was named when the city attempted to adopt a Bavarian theme to increase it’s tourist appeal. That theme was roundly rejected by much of the city, but the park and other vestiges of this period are still prominent around town.

Gaddis Park

Mamie and Francis Gaddis Park is a hidden gem and a natualist’s paradise located along Jewett Creek at the east end of Spring St. in the NE corner of White Salmon. It is an enchanting little woodland of white oaks sloping gently toward the creek and often shaded from the sun. It’s quite private in its tucked away setting, but it’s also pretty disheveled and unkempt due to past storm damage and limited upkeep.

  • Rheingarten Park – The park is currently open to the public. We ask that all current COVID19 guidelines be followed. At this time, the picnic shelter and the gazebo are available for reservations.

Founded in 1929, the White Salmon Volunteer Fire Department has grown to be a vital life- and property-saving resource for the residents of the city and surrounding area. The department has been fortunate in finding dedicated volunteers to help serve the community.

Before the establishment of the White Salmon Fire Department, fire fighting was an informal affair, performed usually by the owner of the burning property, or by good Samaritans in the vicinity. Finally, the power of benevolence was taken from the general populace and gifted to those we now know as “firemen”.

The City of White Salmon has an immediate opening for the position of Finance Clerk. This is a 40-hour week union position with an hourly rate of $19.33 to $21.76 depending on qualifications. Cities, counties, and certain special purpose districts in Washington State are required to adopt budgets on an annual or, in some cases, biennial (two-year) basis. These budgets not only provide legal authority to expend funds for various purposes, but they also reflect the legislative body's priorities and the organization's goals.

The January 16, 2019 city council meeting has been cancelled.

The City of White Salmon utilizes MRSC Rosters to establish a Small Works Roster each year for contractors who construct any public works or improvements which has an estimated cost of $350,000 or less. Service categories include construction, building, renovation, remodeling, alteration, repair or improvement of real property as referenced in RCW 39.04.155. All contractors interested in doing small works for the City of White Salmon must apply to MRSC Rosters on an annual basis.

The City of White Salmon is seeking to hire engineers for five categories in 2019. The categories are transportation, water, wastewater, water rights/hydrogeological and surveying services.

The City of White Salmon is seeking Requests for Proposals for day-to-day and long-term land use planning services. The city is undertaking an update of its Comprehensive Plan. Land-use planners and/or planning firms should have Washington State experience including working with non-GMA planning entities.

The City of White Salmon is seeking a Certified arborist to provide oversight of tree maintenance and removal. The details Request for Proposals is located in the Files section. In addition, we have provided the Request for Bids for Tree Maintenance, the City's Tree Inventory, and the Sweet Gum Pruning Prescription. The city hired Peninsula Environmental Group Inc. to prepare a tree inventory of the city's park trees and trees along Jewett Blvd.

The city is seeking sealed bids for tree maintenance and removal. The contractor selected for the work will be overseen by a certified arborist the city is hiring. We have included the city's tree inventory that provides more inforamtion regarding the trees and also a report for the Sweet Gum tree.

Short-term rentals are allowed in the R1, R2, R3, and RL residential zones and within commercial zones. Permits are required for all short-term rentals.

The City of White Salmon has an immediate opening for a new created position of Public Works Maintenance Worker - Entry Level. This is a 40-hour week union position with an hourly rate of $18.92 to $21.29 depending on qualifications.

The City of White Salmon City Council will participate in a joint public hearing with the White Salmon Planning Commission on Wednesday, March 11 at 5:30 p.m. at the White Salmon Fire Hall. Immediately after the public hearing, the City Council will adjourn and will not attend the remainder of the Planning Commission meeting.

Water is off to the City of White Salmon core downtown area from Garfield to Dock Grade. Customers located on Riverwatch Drive are also affected. Contractor for the City of White Salmon broke a main line this morning and water had to be shut off to repair the line. Estimated time of water being available to customers is not know at this time.

White Salmon Mayor, Marla Keethler, issued an Emergency Proclamation today related to the outbreak of COVID-19. The City of White Salmon is taking proactive steps related to COVID-19 and is in the process of identifying procedures to keep the City operating. The City has information regarding the COVID-19 on its webpage (http://www.white-salmon.net) and will continue to update it as information is provided particularly as it relates to the operations of the City..

Upon recommendation of the Klickitat County Emergency Operations Center and Public Health Department and due to concerns about COVID-19, the City of White Salmon is closing all city offices to the public effective immediately through April 24, 2020.

Utility payments can be made online through Xpress Bill Pay or by calling 509-493-1133 or by dropping your payment in the payment box on the north side of the building.

These services are intended for those in quarantine, isolation, and high risk/vulnerable populations. While we remain vigilant in our efforts to stem the spread of COVID-19 here in Klickitat County, these efforts can easily become reversed if we fail to stay local and limit unnecessary travel.

The Klickitat County Board of Commissioners  and the City of White Salmon along with the Klickitat County Public Health Department (KCPHD) and the Department of Emergency Management (KCDEM) are requesting Klickitat County residents, including City of White Salmon residents to voluntarily refrain from conducting outdoor burning while we respond to COVID-19.

The City of White Salmon is not issuing any burn permits at this time.

Governor Inslee has expanded his eviction moratorium and added additional protections for residential and some commercial tenants. 

The Klickitat County Commissioners, the Mayors of Bingen, Goldendale, and White Salmon along with the Public Health and Emergency Management Department EOC staff, offer our most sincere gratitude to the people of Klickitat County that have been doing the right things. Spoke Bike Park Improvements

Project: Minor maintenance and improvements to existing Spoke Bike Park. The proposed minor modification project area is an 80-foot by 300-foot site within an existing 10-acre natural walking and biking recreational trail park system. The modifications will consist of additional soil to construct above grade bike trails with construction-grade wood ramp structures to prevent erosion of soil berms.

Governor Inslee has issued a Policy Brief (see Supporting Files below) outlining steps for a safe return to public life in Washington State. In coming days and weeks, the governor will appoint three leadership groups consisting of key community figures to advise the governor on:

On Thursday April 23, 2020 Governor Inslee issued a plan to allow existing construction projects that comply with specific COVID-19 job site requirements to resume. The City of White Salmon will allow construction projects that are currently permitted to resume only if they meet the Governor’s Job Site Requirements (see document in “Supporting Files”). The required “Comprehensive COVID-19 Exposure Control, Mitigation, and Recovery Plan” and “Notice” shall be provided to the City of White Salmon prior to resuming any construction work.

Governor Inslee is allowing the following outdoor activities, when and where permitted, to commence on Tuesday, May 5 as long as participants fully comply with social distancing and coronavirus related hygiene requirements (see City's COVID-19 webpage in "Supporting Documents").

Governor Inslee has issued a memorandum today, April 29, 2020 clarifying implemtnation of Phase 1 Construction Restart including a Frequently Asked Questions document. Both of these documents are on the city's COVID-19 webpage under "Supporting Documents." 

COVID-19 health education information has been translated into several language for individuals with limited English proficiency. Also, many of Governor Inslee's proclamations have been translated into Spanish. The City's COVID-19 webpage provides links to both of these webpages. 

Crestline Construction has been given authorization by the City of White Salmon to resume work on the Jewett Water Main Improvements Project. Both Crestline Construction and Anderson Perry (City engineers and inspectors) have submitted thorough plans that meets Governor’s Inslee’s COVID-19 requirements for restarting construction.

Crestline will mobilize their equipment and reset signage on Monday, May 4 and then will begin work on side service water lines in the core downtown area with the following schedule (subject to change depending on rock and weather conditions):

Governor Inslee has issued Proclamation 20-25.3 Adjusting and Extending Stay Home – Stay Health to May 31, 2020. He has also issued the state’s ‘Safe Start” plan for a phased approach to re-opening Washington State’s economy. The City of White Salmon would like to thank the White Salmon residents and businesses for continuing to work together in an effort to slow the spread of COVID-19. As we enter into a Phased approach to re-opening, the city will continue to follow all of the directives provided by Governor Inslee related to the COVID-19 pandemic and encourages its citizens and businesses to do the same.

As we begin the phased in approach to reopening our county, we can all be a part of the solution that keeps it open. The upcoming weeks and months are only going to be successful if we are unified in the efforts to stop the spread. The question that remains unknown is the effects that will come from reopening our county. The models all suggest that the virus will again increase in our population and ultimately take more lives from us especially within the most vulnerable populations.

Crestline Construction will close the east bound lane on Jewett Blvd. (Highway 141) between Estes and Main beginning Tuesday, May 12 through the end of the week in order to install long-side water services. All parking between Estes and Main will also be closed in order to have a single west-bound travel lane open. Traffic detours for east bound travel will be in place. Please obey all signage. If an area is cordoned off please do not enter that area. Crestline is maintaining strict COVID-19 requirements and pedestrians and others are not allowed in the construction zone.

Preparing for Phase 2 COVID-19 Requirements

A number of counties throughout the state have been given permission to enter into Phase 2 of Governor Inslee’s Safe Start Washington. Klickitat County is not one of those counties and recently added 2 more COVID-19 confirmed cases bringing the total to 24.

Effective June 10, 2020 the speed limits on Highway 141/Jewett Blvd. will change. Be prepared to slow down.

Klickitat County has submitted their application to the state for Phase 2 reopening. We expect to hear from the state any day.

Phase 2 of Governor Inslee’s Safe Start Washington – Phased Reopening County-By-County allows a number of businesses to reopen including outdoor recreation involving 5 or fewer people outside your household, manufacturing, construction, retail, real estate, professional services/office-based businesses, personal services such has hair and nail salons, restaurants at 50% capacity, and limited small group fitness. Churches are allowed to hold outdoor and indoor services with restrictions. Each industry has a separate set of requirements that require a written plan.

KLICKITAT COUNTY – The Emergency Operations Center in Unified Command with the Klickitat County Public Health Department (PHD) is investigating 2 new cases that have the potential for wider community spread in the Goldendale area. The PHD is working to gather as much information as quickly as possible in order to be able to identify close contacts of confirmed cases. Since entering phase 2 on June 1st we have increased by 19 cases bringing our total count to 44 cases.

Fireworks At The Port Canceled

Bingen, Washington – Since 2004, the Port of Klickitat has hosted a do-it-yourself fireworks event at Bingen Point the evening of July 4 with assistance from the cities of Bingen and White Salmon, the Klickitat County Sheriff's Office, Fire District 13, and others. Quickly becoming an annual tradition and popular with locals and visitors alike, the fireworks event has drawn crowds from around the area.

The City of White Salmon is seeking sealed bids for the following work:

  • Demolition of existing interior facilities
  • Installation new interior facilities per engineer’s plans
  • Option for providing heating the facilities

All work is subject to Washington state prevailing wages. A sample small works contract is attached. Retainage of 10% will be required to be withheld from payment until all appropriate paperwork is filed with the state.

We need your help. It is important that every resident of the City of White Salmon complete the 2020 Census Survey. Having a correct count for the City of White Salmon helps with funding for infrastructure including streets, water and wastewater systems. In addition, it also helps with school funding. Currently, the State of Washington’s participation rate is at 66.9% while the City’s is at 36.4%. Let’s raise that participation rate.

The City of White Salmon would like to thank its citizens, along with the county residents for wearing face coverings. This helps slow the spread and is part of the solution.

Beginning Friday June 26, 2020, Governor Inslee has ordered that all citizens in the state must wear face coverings inside public places including stores, offices, and restaurants. The order also requires face coverings to be worn when outdoors if you cannot stay 6-feet apart from people who are not in your household, this includes authorized gatherings under the Governor’s phased approach.

The Washington State Emergency Operations Center (SEOC) has coordinated the purchase and distribution of cloth masks to low-income persons throughout the state of Washington. The Klickitat County Emergency Operations Center in Unified Command with Public Health has received the masks dedicated for our county. We are working closely with our community partners listed below to get these masks to anyone that has an income below 200% of the federal poverty level and is in need of a mask.

Beginning Tuesday, July 7 the City of White Salmon will have a table at the White Salmon Farmer’s Market from 4:00 p.m. to 7:00 p.m. The table will provide the following:

Klickitat County Public Health released a news release regard increased COVID-9 cases reported in west Klicktiat County. Klickitat County Emergency Operations Center has issued the attached media release (in English and Spanish) regarding the wildfire smoke from Oregon fires. There is no active wildfires in Klickitat County.

The Klickitat County Small Business COVID Emergency Grant Program #3 is open. Grants are available for businesses with 20 and fewer employees (total employees not full-time employees). Grants are for up to $10,000. Information regarding the grant program is available on Klickitat County's website. If you haven't completed the 2020 Census, stop by the lower level of the Mt. View Grange, 1084 NE Estes, White Salmon. Census staff will be there to assist you on Monday, September 14, and Wednesday, September 16 from 9:00 a.m. to 1:00 p.m.

You can pick up blue recycling bags at City Hall, 100 N. Main on weekdays (except holidays) from 8:00 a.m. to 5:00 p.m. A supply of the bags will be available just outside the front door to City Hall. This is an honor system with 3 bags allowed per household. If the honor system is abused, it will be discontinued.

Emergency Proclamation 2020-002

WHEREAS, there is unprecedented hazardous air conditions and ongoing wildfire risk; and

WHEREAS, White Salmon’s air quality specifically has been recorded at various points in recent days as the highest level in the world, as well as the region; and

WHEREAS,  there are limited city firefighters and public safety personnel available; and

On September 14, 2020 the mayor of White Salmon issued an emergency proclamation advising that outdoor activities cease until the air quality and fire dangers have passed. On September 16, 2020 the city council adopting a resolution ratifying the emergency proclamation and in addition closing Gaddis Park and Spoke Bike Park due to fire dangers. The city council's resolution stated that the advisement and closures were to remain in affect until October 15, 2020 or until the fire chief lifts the advisement and/or closures.

In a resolution ratifying the Mayor's emergency proclamation of September 14, 2020, the city council has closed Gaddis Park and Spoke Bike Park until October 15, 2020 or until lthe fire chief lifts the closure.

Mayor Marla Keethler and Chief Bill Hunsaker have lifted the closure of Gaddis Park and Spoke Bike Park as of Friday, September 25, 2020.

The City of White Salmon City Council will hold a public hearing regarding proposed amendments to White Salmon Municipal Code (WSMC) 10.08 Speed Limits. The public hearing will be held on Wednesday, October 21 at 6:00 p.m. The City Council will meet via teleconference.

Crestline Construction will be paving on Jewett Blvd. beginning Monday, October 19th through Friday, October 23, 2020. In addition, the city was notified that Klickitat County PUD will be replacing power poles on Jewett Blvd. between Skyline Drive and Fireman's Park (Grandview) at the same time. Expect lane closures with long delays. 

The City of White Salmon Planning Commission will hold a public hearing regarding proposed amendments to White Salmon Municipal Code (WSMC) 17.78, Wireless Telecommunication Towers and Facilities. The public hearing will be held on Wednesday, October 28 at 5:30 p.m. The Planning Commission will meet via teleconference.

Washington State is receiving three allocations totaling $38 million in CDBG-Coronavirus (CDBG-CV) funds from the Federal Coronavirus Aid, Relief, and Economic Security Act (CARES Act) through the US Department of Housing and Urban Development (HUD). Natural gas customers in White Salmon-Bingen, Washington and Hood River-Odell, Oregon are experiencing loss of gas service after a vehicle crashed into a district regulator station around 11:50 p.m. Sunday night.

The district regulator is owned by Williams NW Pipeline Company, which provides gas to NW Natural. NW Natural serves about 5,500 customers in the Hood River and White Salmon area. Because of the vehicle accident, the Williams’ gas line has been shut down.

Water has been restored to all White Salmon water system customers. All restrictions have been lifted immediately.

The City of White Salmon is accepting applications for its 2021 Small Works Roster. 

The City of White Salmon establishes a Small Works Roster each year for contractors who construct any public works or improvement which has an estimated cost of $300,000 or less. Service categories include construction, building, renovation, remodeling, alteration, repair or improvement of real property as referenced in RCW 39.04.155. All contractors interested in doing small works for the City of White Salmon must apply on an annual basis.

The City of White Salmon will celebrate Arbor Day on Saturday, March 20, 2021. The City of White Salmon will be giving away a tree seedling and free bag of bark mulch for each family, while supplies last. Trees and mulch will be available on a first come, first served basis beginning at 9:00 a.m. in Rheingarten Park at the picnic pavilion in the SE corner of the park. Please practice COVID safety protocols when visiting the park to pick u p a tree. Tree seedling species include Vine maple and Ponderosa Pine.

The utility newsletter that was published with the March utility billing included erroneous information about the Underwood Conservation District Tree and Plant Sales. Underwood Conservation will not be holding a tree and plant sale on Saturday March 20. Presales were conducted earlier in the year and Underwood Conservation will reach out to those who purchased trees and plants in order for them to be picked up. The City apologizes for this misinformation. The city is holding a small Arbor Day Celebration on March 20, 2021 at Rheingarten Park beginning at 9:00 a.m.

The City of White Salmon City Council will hold a public hearing regarding proposed amendments to White Salmon Municipal Code (WSMC) 10.24 Stopping, Standing and Parking. The public hearing will be held on Wednesday, March 17, 2021 at 6:00 p.m. The City Council will meet via teleconference.

Governor Inslee announced that the Healthy Washington: Roadmap to Recovery will transition from a regional approach to a county-by-county evaluation process. He also announced a new third phase of the Roadmap effective March 22 with the entire state entering Phase 3.

The National Weather Service has issued an excessive heat warning in effect from 2pm this afternoon until 8pm PT Thursday July, 1. Dangerously hot conditions with temperatures of 105 to 111 degrees Fahrenheit are expected. The extreme heat will significantly increase the potential for heat related illnesses, particularly for those working or participating in outdoor activities. High temperatures and dry conditions also increase wildfire risk. All of Klickitat County is under a burn ban.

The White Salmon City Hall will be closed today due to a staff shortage. Utility payments can be dropped in the payment box on the northside of the building. For all other business please call 509-493-1133 and leave a message. We apologize for any inconvenience.

The City of White Salmon will be closed Friday, July 2nd as a city-provided paid day off for all employees in recognition of the employees’ commitment in working through the varying COVID-19 restrictions over the last year and a half. The City recognizes that extra stress and unusual burdens were placed on staff during the pandemic. This additional day off in no way removes those burdens but provides an extended holiday weekend for more family and personal time and to reinforce that the city values its employees’ well-being and professional contributions.

Due to an unprecedented heat wave and no significant relief from such conditions before the upcoming holiday weekend, under WSMC 8.20.050 the Mayor has declared an emergency and issued an order imposing a ban on the use of fireworks within White Salmon city limits for Sunday, July 4, 2021.

We are excited that today is the day for the economic reopening in Washington. White Salmon businesses will be able to resume normal operations with some exceptions. The state still has a mask mandate in place which affects all businesses in the city. Those residents and visitors who are fully vaccinated may enter businesses without wearing face masks. Those residents and visitors who are not vaccinated must continue to wear face masks while indoors. Employees who are not vaccinated must also continue to wear face masks.

Governor Inslee issues housing stability “bridge” emergency order, Proclamation 21-09 on June 29, 2021. The proclamation is intended to bridge the operational gap between the eviction moratorium (which expires at 11:59 p.m. on June 30) and the protections and programs enacted by the Legislature. Governor Inslee issued an extension of the utility moratorium proclamation which will now expire on September 30, 2021. This will be the final extension and aligns with the end of the date of the tenancy preservation bridge to give Washingtonians struggling with housing payments time to prepare and seek assistance before the proclamations expire.

Beginning on Tuesday, July 13 work will begin to stabilize the slope on the north side of SR 14 about two miles east of Bingen. Travelers in both directions of SR 14 east of Bingen should expect daytime, single- and double-lane closures for the duration of the project. In August, travelers in both directions should expect 45- minute-long daytime full roadway closures from 7 a.m. to 7 p.m. for rock scaling. The 45-minute closures will begin at the start of each hour, with a 15-minute window to clear stacked up traffic on either side of the closure.

Brendan Conboy joins the City of White Salmon today as the city’s first full-time land use planner. A 2015 graduate of UMass-Amherst with a Masters degree in Regional Planning, Conboy most recently worked in Park City, Utah, as a Senior Planner, and prior to that spent time as an Associate Planner in Jackson Hole, Wyoming.

The City of White Salmon City Council adopted Ordinance 2021-07-1083 imposing a temporary six-month moratorium on short-term rentals within the city limits of White Salmon. The ordinance also provides a 30-day opportunity from the date of the ordinance for property owners who currently have short-term rental bookings finalized before the date of the moratorium to comply with city requirements including obtaining a business license and short-term rental permit.

The City wants to clarify information related to the moratorium on short-term rentals that was adopted by the city council at their regularly scheduled meeting on July 21, 2021.

Washington State Department of Commerce announced this week that the City of White Salmon has been selected to receive up to $400,000 in Federal Community Development Block Grant (CDBG) funds to continue providing a regional housing rehabilitation program with Columbia Cascade Housing Corporation (CCHC). CCHC and the City of White Salmon teamed up for the successful investment proposal and will continue their partnership over the next two years to put this investment to work in Klickitat and Skamania Counties.

The Port of Hood River has posted that bridge users should expect intermittent single-lane closures between the hours of 7 am and 5 pm every day throughout the testing period, with delays of approximately 30 minutes possible depending on traffic volume. Flaggers will direct traffic around the moving work zone.

Full bridge closures are anticipated to take place on October 13, 18, and 20 with delays of 30-45 minutes.

Republic Services has updated their plastics recycling in Klickitat County. Effective November 1st, you no longer need to look for numbers on the bottom of your containers. All plastics that fall into the "bottles, jugs, or tubs" categories are accepted. All other accepted materials remain the same. Plastic bottles are those containers that have a narrow neck, no handle, and a lid. Use primarily for storing liquids. Jugs are large containers that typically have a narrow neck, a handle, and a lid. Used primarily for storing liquids. Tubs are containers that open-top circular or oblong.

The Klickitat County Solid Waste Department, Republic Services, Dirt Hugger, Washington Department of Ecology and Columbia High School are partnering to host a Christmas tree collection event as part of the goal of reducing waste in Klickitat County. Trees and other yard waste are a great source of compost. Dirt Hugger is a composting facility located in Klickitat County in Dallesport. They will take the Christmas trees and utilize them with their other materials to create nutrient-rich compost.

Drug Disposal: Drug Take Back Options

Medicine take back options are the best way to safely dispose of unused or expired prescription and nonprescription (for example, over the counter) medicines.

Before disposing of prescription medicines, be sure to remove all personal information on pill bottle labels and medicine packaging.  All of your medicines dropped off at the take back locations will be destroyed.

The City of White Salmon developed a Transportation Plan Lite using the consulting firm of Nelson\Nygaard. The focus of White Salmon's Transportation Plan Lite was to identify key transportation projects that will improve the access and walkability through town for residents and visitors alike. No. 2021-07-1083, a Temporary Short-Term Rental (STR) Moratorium for a period of time not to exceed six months, unless extended for good cause pursuant to RCW 35.63.200. The speed limit on the Hood River-White Salmon Interstate bridge will be lowered to 15 MPH starting on Thursday, May 26. During their April 19, 2022 meeting, the Port of Hood River Board of Commissioners directed staff to implement the speed reduction as one immediate action to help extend the serviceable life of the nearly 100-year-old steel structure until a replacement bridge is constructed. The Port’s consulting bridge engineers have advised that two main factors cause accelerated deterioration to the bridge deck - vehicle speed and weight.

The Port of Hood River has announced that bridge engineers and inspection crews will be on the Hood River-White Salmon Interstate Bridge Tuesday through Thrusday, July 26-28 to conduct the Oregon Department of Transportation required bridge inspections. Flaggers will be on the bridge directing traffic around the  moving work zone starting at 5:00 a.m. through 2:00 p.m. each day. Motorists should expect delays of approximately 20 minutes during these hours, depending on traffic volume.

The City of White Salmon is seeking proposals from consultants to 1) develop a comprehensive climate action plan for the community and internal city operations to identify existing and potential vulnerabilities, increase resilience to severe weather events related to climate change, reduce greenhouse gas emissions, and identify sequestration opportunities and 2) to develop a climate lens for City projects, programs and services. A central purpose of the climate action plan is to lay a path forward for the City of White Salmon as  thriving, low-carbon community.

Proposed Ordinance 2022-09-1110, Amending WSMC 10.24 Stopping Standing and Parking

Underwood Conservation District is partnering with the City of White Salmon, City of Bingen, Yakama Nation Fisheries and Klickitat County Noxious Weed Control on a Tree of Heaven Project.  The purpose of the project is to increase community awareness and develop effective treatment strategies for Tree of Heaven to control the spread of its robust local populations. The ideal timing to treat the tree is August through the end of September.

A critical emergency repair is being made next week at the Well Field that involves a complete pump replacement.

That work will require that the city fully bypass pulling water supply from those associated sources. We are asking residents to conserve water use beginning Monday, April 24 through Friday, April 28 to minimize the impact of the reduced water supply during this repair.

The cities and counties at both ends of the aging Hood River White Salmon Bridge have signed an agreement to form a new bridge authority. 

The April 26, 2023 signing officially formed the Hood River-White Salmon Bridge Authority. The new entity’s charter takes effect on July 1, 2023. Washington signers are the cities of Bingen and White Salmon, and Klickitat County. Oregon signers are the City of Hood River, Hood River County and the Port of Hood River.

White Salmon’s Transportation Benefit District was established by City Council in December 2022. The City Council also assumed the rights, powers, and oversight of the District in January 2023, and implemented revenue sources to fund the district in Spring 2023. Transportation benefit districts (TBDs), are quasi-municipal corporations and independent taxing districts that can raise revenue for specific transportation projects, usually through vehicle license fees or sales taxes.

Due to high temperatures and dangerous wind conditions, under WSMC 08.20.017 the the City Council has granted the Mayor, in consultation with the Fire Chief, the discretion and authority to prohibit the discharge of all fireworks during periods of extreme fire danger in White Salmon.

The Mayor has issued an order imposing an emergency ban on the use of fireworks within White Salmon city limits for Tuesday, July 4, 2023.

As part of the recently implemented Housing Action Plan, White Salmon consultants have prepared draft Housing Code Updates, ultimately improving zoning administration.

White Salmon City Hall is the main contact point for the offices of the Mayor, City Council, City Treasurer, Planning Commission, and Public Works (including water bill payments). City Hall is  located at 100 N. Main on the downtown corner of Jewett and Main.
