The City of White Salmon City Council has ratified Mayor Marla Keethler’s Emergency Proclamation 2025-004 authorizing emergency procurement and repair work following the discovery of black mold at the City’s Public Works vehicle bays.
On October 8, 2025, contractors performing routine sheetrock repairs identified black mold in the ceiling of the vehicle bay area. The mold was caused by a leaking drainpipe and created a potential health hazard requiring immediate attention. Mayor Keethler issued an emergency proclamation the same day, allowing the City to move swiftly to remediate the problem without delay. “Protecting the health and safety of our employees and contractors is our top priority,” said Mayor Keethler. “This action ensures that the affected facility can be safely remediated and restored to full operation as quickly as possible.”
Under Washington law (RCW 39.04.280), cities may waive competitive bidding requirements during an emergency when delay would pose a risk to public health, safety, or property. The Council’s resolution confirms the Mayor’s declaration, authorizes immediate contracts and expenditures, and directs staff to report back once repairs are substantially complete.
Public Works crews and contracted specialists are coordinating environmental testing, mold abatement, and necessary repairs to the building systems. The affected portion of the shop has been closed until it is certified safe for occupancy. “This prompt response minimizes disruption to City operations and protects our workforce,” said Public Works Director Chris True. “We appreciate everyone’s patience as the remediation continues.”
Funding for the emergency repairs will come from existing Public Works and Facilities accounts. A summary of the work, vendors, and total costs will be presented to the City Council once the project is complete.
