The City of White Salmon is seeking a qualified candidate to join its Public Works team as our Grounds, Buildings, and Parks Lead. This is a full-time, union, non-exempt position offering competitive pay and benefits. 

Salary Range

  • $26.20 - $34.19 (Range 30, Step 1-10)
  • Salary commensurate with experience and qualifications. Job Overview

Under the supervision of the Public Works Operations Manager, this role performs and coordinates the maintenance, repair, and general upkeep of City parks, landscaped areas, public buildings, and related infrastructure.

This position is currently the sole staff member assigned to manage these responsibilities and is therefore expected to perform hands-on maintenance work as well as plan and oversee future maintenance programs.

The role provides technical expertise, schedules and prioritizes work, maintains equipment and facilities, and ensures that all City properties are safe, clean, and well-maintained. As additional staff are added, this position may assume more supervisory and coordination responsibilities.

Work Environment & Equipment

This role primarily involves outdoor fieldwork.

  • Perform routine maintenance and repair of landscaping, turf, irrigation systems, playgrounds, park structures, restrooms, and recreational facilities.
  • Conduct building maintenance, including lighting, plumbing, carpentry, painting, and minor HVAC repair.
  • Operate and maintain hand tools, power equipment, and vehicles safely and efficiently.
  • Perform seasonal tasks such as snow and ice removal, leaf cleanup, and irrigation system startup/shutdown.
  • Respond promptly to maintenance issues and service requests.

Planning & Coordination

  • Develop and follow a seasonal maintenance schedule for City parks, facilities, and grounds.
  • Coordinate with Public Works leadership, contractors, and vendors for specialized repairs and services.
  • Track maintenance needs, materials used, and equipment condition.
  • Assist in planning future staffing, equipment purchases, and long-term improvement projects.

Inspection & Reporting

  • Conduct regular inspections of buildings, parks, and landscaped areas to identify maintenance and safety issues.
  • Maintain accurate records of work performed and provide updates to the Public Works Operations Manager.
  • Recommend improvements to extend facility life and enhance public safety.

Safety and Compliance

  • Follow all safety policies and procedures and use appropriate personal protective equipment (PPE).
  • Handle and store chemicals such as fertilizers, herbicides, and cleaning agents safely and in compliance with regulations.
  • Maintain a clean and organized work environment and equipment storage areas.

Qualifications

Education: High school diploma or GED required; vocational or technical training preferred.

Experience: Minimum 3–5 years of experience in groundskeeping, facilities maintenance, or parks operations. Additionally, working independently with minimal supervision is required; prior lead or supervisory experience is preferred.

Licenses & Certifications:

  • Valid driver’s license required.
  • Pesticide Applicator Certification is preferred within 18 months of hire.
  • Forklift Certification required within 18 months of hire.
  • Flagger Certification required within 18 months of hire.
  • CPR/First Aid certification preferred.
